Was Support for Saddam really a coup for Bush to take over Iraq?

The Bull work of CIA is to support governments friendly towards us. Why is the CIA always involved with the guys we end up at war with? It seems a contradiction in terms of what CIA is suppose to be doing. Does this mean we will one day be at war with Israel?
